About

By uniting Louisiana public retirement systems, LAPERS works for their common interests, monitors state and federal legislative activities, and enhances public pension fund management and administration by providing educational and informational services to its members. Originally organized in 1985, today LAPERS has 21 member systems representing more than 358,000 employees and retirees and $40.1 billion in assets. One of the primary educational forums sponsored by the organization is the Louisiana Public Retirement Seminar, founded in 1989 by then-Representative Vincent Joseph “V.J.” Bella. This Seminar has been sponsored by LAPERS since 1991.

    Executive Director, Louisiana Clerks of Court Association

    Debbie Hudnall is currently serving in her 20th year as Executive Director of the Louisiana Clerks of Court Retirement and Relief Fund which has over one billion dollars in assets.  She also serves as Executive Director of the Louisiana Clerks of Court Association, Clerks Insurance Trust Fund, and the Louisiana Clerks Remote Access Authority.  Debbie previously served as Clerk of Court of East Feliciana Parish for 27 years.

    MARGARET CORLEY MICHEL

    Executive Director & General Counsel, Louisiana State Police Retirement System

    Margaret Corley Michel serves as Executive Director and General Counsel of the Louisiana State Police Retirement System, where she oversees operations, including legislative advocacy, budgeting, and legal functions to ensure effective and ethical service to members. Previously, she spent ten years as Senior Attorney for the Louisiana State Senate, advising on legislative matters and contributing to significant public retirement reforms. Margaret holds a J.D. from Southern University Law Center and a B.A. in English Literature from Le Moyne College.

    Kristi Garcia Spinosa

    Administrative Director & General Counsel, Parochial Employees’ Retirement System

    Kristi Spinosa is the Administrative Director and General Counsel for the Parochial Employees’ Retirement System of Louisiana, where she leads system administration and legal implementation to support a stable retirement plan for members and retirees. She previously served as Director and General Counsel for the District Attorneys’ Retirement System and has extensive experience in retirement law, legislative drafting, and public service, including roles with the Louisiana District Attorneys Association, the Attorney General’s office, and in higher education. Kristi is a certified governmental ethics trainer, Treasurer of the Louisiana Association of Public Employees Retirement Systems, and co-chair of the National Association of Public Pension Attorneys’ New Member Training Committee. She holds a B.S. from LSU and a J.D. from the LSU Law Center.

    Director, District Attorney’s Retirement System

    Philip Qualls is a Baton Rouge native who graduated from LSU with a degree in Finance in 2011. He began his career at a community bank doing interest rate risk management, investment portfolio management, budgeting, and liquidity analysis. In 2019, he started working as cash manager, and later as portfolio manager, for the State of Louisiana General Fund at the State Treasurer’s Office. While there, Philip oversaw a $10 billion fixed income portfolio and served as the Treasurer’s designee on several state and statewide retirement system boards. Philip is now the executive director for the District Attorneys’ Retirement System with approximately 750 active members, 490 retirees, and $600 million in assets under management. Philip received his CFA charter in 2022.

    Philip lives in Ponchatoula, Louisiana with his wife Casie (pronounced Cassie) Qualls and daughter Gracie, who is attending Southeastern Louisiana University for a degree in marketing– commercial sales.
